The Former President's Progressive Warning Misses Europe's Real Threat: Technological Stagnation.

Donald Trump's national security strategy offers a misguided assessment of the European Union. The document asserts that unrestrained immigration and so-called "woke" agendas pose an grave threat to European civilization. Yet, this perspective is based on a serious misreading of the situation. The true challenge facing the EU is not societal but technological and economic backwardness.

The Stark Economic Divide Separating the US and Europe

The data paint a sobering contrast. Between 2008 and 2023, US GDP surged by 87%, while a mere 13.5% growth for the EU. During this period, EU GDP per capita fell from over three-quarters to just half of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than several leading EU nations like Italy and France.

Today, roughly half of the global top fifty technology firms are American, while a mere four are European.

The Innovation Shortfall: A Critical Question

The growing economic gap stems from superior efficiency gains in the United States, largely due to breakthroughs and higher total factor productivity. The landscape of world technology leadership is decidedly American. Over the past five decades, 241 US firms have grown into enterprises valued at over $10bn, compared with only fourteen in Europe.

This disparity prompts a vital issue: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, what is the EU positioned? Experts widely concede it is essentially a contest between two involving the United States and China, with Europe starting at a significant disadvantage.

Root Causes of Europe's Innovation Gap

Several key factors explain this technological divide.

  • Financing Ecosystem: The United States has a much more robust and agile network for funding startups. The EU has yet to establish a true capital markets union, a factor that limits the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hinder Europe. A US startup can launch a service under one regulatory framework to access a consumer base of hundreds of millions. The EU, despite a bigger population size, is divided among twenty-seven different national regimes, creating huge market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was historically viewed with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its capacity for breakthrough innovation.

A Path Forward: Grounds for Hopefulness

In spite of these hurdles, one can find causes for optimism. European leaders are increasingly aware of the severe threat and have started to advance substantial change. Key analyses on European competitiveness and the single market point to the necessity of sweeping reforms.

With the right incentives and regulatory reforms, these assets could support much higher levels of business-led breakthroughs.

Europe still possesses significant strengths: skilled human capital, top-tier schools and universities, and world-class labs. Alongside a vast domestic consumer base and substantial household savings, these foundations could unleash a new wave of venture creation.

Importantly, even if the EU does not become the leader in developing cutting-edge technologies, it can still dramatically boost productivity by adopting and adapting advancements from elsewhere.

A Critical Juncture

The European Union now stands at a decisive moment. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. However, if it fails to take bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent loss of global economic relevance.
